It may be a 'kleiner Kreuzer' of the Königsberg (1915) class.

(Not 100% sure.)

I also think so, but the photo is not very clear to distinguish this ship from earlier 3-piped German light cruisers of Graudenz and Frankfurt classes.

After checking some sources, the situation is almost the same - this ship is not Szent Istvan, but she could be either Virubus Unitis, or Tegethoff, or Prinz Eugen.
