Request for Identification of Generals and Admirals

This photo was taken at the Inauguration of the Naval Memorial in Laboe on 30 May 1936. Please help me identify all the officers.

1: Paul Behncke
2: unknown Konteradmiral (most likely later active in the Kriegsmarine)
3: Adolf von Trotha
4: ???
5: Herbert Goehle
6: Friedrich Boedicker
7: ???
8: Ernst Wolf
9: Walter Engelhardt
10: Gottfried Hansen
11: Ludwig von Reuter
12: Magnus von Levetzow
13: unknown Konteradmiral
14: ??? (also most likely a Konteradmiral)
15: Kurt Aßmann

Number 2 is confirmed as Fritz Spiess.
Does anyone recognize number 14? Close-up below...

I found two candidates for number 14:
Konteradmiral Heinrich Retzmann (1st and 2nd photos below) and
Konteradmiral Karl Sievers (3rd photo below).
Please share your opinions.

These pictures have Adm Scheer in it. Scheer died in 1928. Just a guess, Marinegeneralstabarzt (01.05.22) Dr. Med. Joannes Brachmann? His job tiltle was Generalstabsarzt d Marine u Chef d Marinemedizinalabteiling d Marineleitung

1918 Rangliste shows EK2. Next to EK2 kind of looks like RAO3_Sch and not RAO4_Kr though. Wikipedia shows EK1.

Also who was this VzAdm, Boedicker?

I don't think it's Brachmann. Brachmann did not have the Eiserner Halbmond that this Vizeadmiral is wearing. Also, Marinegeneralstabarzt was a rank equivalent to Konteradmiral. Brachmann was given the rank of Char. Marinegeneraloberstabsarzt (equivalent to Vizeadmiral) on 31.12.1927.

The officer in the photos is surely a Kaiserliche Marine Vizeadmiral (not Arzt).

I planned to also ask for the identity of the other Vizeadmiral you posted. He is not Boedicker, no.
The medal in the buttonhole should be the HOH3x.

He is Char. Konteradmiral Johannes Wallmann.
