Naval uniform

In the same TV movie in which Generals Seeckt and Reinhardt are depicted, we also find several scenes of the revolutionary sailors in 1919. Could anybody explain the rank insignia on the collar patches (no, one and two stripes)?

Two stripes = Obermaat (Sergeant)
One stripe = Maat (Unteroffizier)
No stripes = Obermatrose/Matrose (Seamen)

What is the name of the movie?
From 2009-2012, Austrian director Bernd Fischerauer produced a loosely connected 10-episode series called "Vom Reich zur Republik". It covers German history during the time from 1862-1948 (from Bismarck's appointment until the creation of the Grundgesetz). The screenshots are from the episodes dealing with the revolutionary period 1918-1920.
There are times in history when staying neutral means taking sides.
