Wright's The Chinese Steam Navy, page 133 cites suggests, Groner Vo 1 p.179 as that these destroyers were part of a Sept. 1913 order, that Germany took over at the start of the war. V 25 and V 26 which may have been completed are not assigned to any flotilla's at start of war but are listed as being in the Baltic. ? Can anyone confirm anything? I am assuming there would have been some kind of announcement or communication. Germany did take ships under construction from Argentina and the Netherlands. If money had been advanced and where delivery was to be made ought to leave a data trial. Many thanks in advance, Unsure if another Board wouldn't be a better placement.(No access to Groner).
