He is the only one with such a uniform on the photo. However, other guys are wearing civil, but I think, it is most likely that you are right.

Is there a book or any other kind of publication, where one find those info about WWI awards? I mean those officers, who did not join Reichswehr in 1923.

Thanks. I can also ad something more to the thread. Here are members of the veterans association published in a small booklet, i guess printed in the 1920´s and a receipt from the same source:
