Old German Veteran prior to WW1 Medal Identification

Hey Axis History Members,

Here is a photo of a distant ancestor / relative of mine. I do know he was Silesian and served in the Franco-Prussian War of 1870-71. He also has on his medal bar the Kaiser Wilhelm I Centenary Honour Medal (1897) and a few others. I've searched around online and can't identify the other ribbons / medals on the right, and especially the one on top (could it be a civilian order perhaps for the Kingdom of Prussia?) Unfortunately, the picture is unclear to make out the battle clasps. Any suggestions would be greatly appreciated. :milsmile:
