Tsingtao
As I known, some German colonies stayed there after the Great War. Tsingtao is a good place for living. Cheap price and low wage for local servants, nice climate and beautiful scenery, friendly Japanese occupiers and Chinese officers (you konw both Japs and Ch'se adore German products and culture, or German technologies and experts, as Russians do). Some of them lived there till 1950. There are lots of Chinese Lutheran in Tsingtao in the past and nowadays.

I don't think the photo you posted, Moulded, was of the German raised Tsingtao Police. They look more like the later Japanese run force to me. Here's a picture of the uniforms worn by the German run Police force from the www.Traditionsverband.de website.
