cannot track down the scenario again but IIRC Norway was to receive German East Africa as mandate or protectorate after the end of WWI
due to influence of one or more diplomats ... but cost or potential cost coupled with public apathy scrapped the idea
anyone have a book or source for this?

it indicated there was about zero interest in the country (Norway) in the project due to costs.
