This gentleman's rank is "Maat," which is similar to a Petty Officer, Second Class in the US Navy.
He and his buddies are probably members of the Imperial German Navy's East Asia Squadron.
This photo probably dates from the early 1900s, possibly taken at Nagasaki, a port frequented
by the East Asia Squadron.
