The route of SMS Jaguar at the time was:
13.09.1899 Überführung nach Herbertshöhe in Deutsch-Neuguinea.
13.10. Feierliche Flaggenhissung auf Ponape, Karolinen.
03.11. Feierliche Flaggenhissung auf Jap, Palau.
17.11. Feierliche Flaggenhissung auf Saipan, Mariannen.

And as Ponape has already given negative result it could be
Jap or Saipan or somewhere in between these locations...?

One more hint: before 1899 the dispute was between Spain and the Netherlands.

@ waleed: Not Jap, not Saipan, not islands along the route of the Jaguar.
The Jaguar received orders not to go the disputed islands in question.

Meanwhile I feel really foolish about my inability to locate this (censored) Spot somewhere in the middle of nowhere

Regardless of Dutch, Spanish and German claims, the islands in question were de facto ruled by an American adventurer…
