In Togo the French Mandate Government completed the Lomé–Atakpamé railway to Blitta.
Only after 1922 did the rail network receive its French language name: Chemins de fer de Togo (CFT).

Hi, building in question was in Jaunde, later called Yaoundé.
Here is a full list of railroads in Cameroon as of 1939.
Both a photo and a list are from 1940 work of Dr. Ing. Remy from Köln - Die Verkehrsentwicklung in den deutsch-afrikanischen Kolonien
unter der Mandatsherrschaft.
I also found a small scan of a postcard showing the same building.
