Books on the non-military aspects?

I know of some English-language books on the military aspects of the German colonies but are there any good ones on the non-military aspects, such as the administration (both in Germany and in the individual colonies), the police forces, the economic aspects etc?

There is an English translation of Dr. Albert Hahl's experience as governor of Deutsch Neuguinea and the South Pacific Islands (Inselngebiet ?). He was the last governor of the protectorate and left in 1914 before the First World War began. Dr. Haber acted in his absence, and it was under him that the defensive preperations were organized in August-September 1914 on New Britian (Neu Pommern).

His book is: Hahl, Albert. Governor in New Guinea. Ed. trans, Peter G Sack and Dymphna Clark. Canberra: Australian National University Press, 1980.
