Tullio Cianetti.
He was born in Assisi on July 20, 1899, the son of a settler who died when he was only six years old, while his mother was forced to sell the land. Among other things, Tullio Cianetti (a fighter in the Great War among the "boys of '99" with the rank of lieutenant), who in 1921 had been among the founders of the Fascio di Assisi and in 1924 apparently ordered the beating of an owner fascist landowner, who had fired some peasants: during the Spanish war he was among those who felt almost closer to the Republicans than to the Francoists; so much so that before 1936 he had maintained friendly relations with the Iberian Anarchist Federation of Barcelona.
At the end of the war in Abyssinia, a collaboration with the workers' organization of Germany began, which was officially confirmed in 1937 through an agreement between the leaders of the main organizations, Robert Ley of the Deutsche Arbeitsffont (German Labor Front) and Tullio Cianetti of the Fascist Confederation of Industrial Workers. From 1937 to 1939, a vast "exchange of workers" involved officials and many workers as tourists. Thus, the German mass tourism in Italy was born, but also the idea of organizing the migration of thousands of Italian workers to Germany.
He joined the Great Fascist Council in November 1934 and in 1939 he was appointed deputy secretary of societies. In 1943 he became Minister of Societies. He voted in favor of Dino Grandi's motion to remove Mussolini from power, but then he repented and wrote to the Duce to apologize. Cianetti was tried in the Verona Process in January 1944, but the letter of apology he had written to Mussolini saved him from the death penalty. Released by the allies, he was exiled to Mozambique where he died in Maputo on April 8, 1976.

He apologized in a letter sent to Rachele, the wife of Benito, the 25th.

Actually Cianetti wrote a letter to Mussolini himself, not his wife, in the morning of 25 July 1943, retreating his vote.

The letter was received and read by Mussolini himself on the morning of 25 July. Whatever Rachele Mussolini did of the letter thereafter doesn't change the fact that the letter was addressed to Mussolini and received by him.
