Italian police Comisars were lawyers ?

Dear Forum,

I recently heard the comment that it was Mussolini who imposed the requisite for Italian National police officers who pretended to be promoted to the rank of Commisars and above, to be graduated lawyers. Is that true ? I follow the Italian TV series " Comisario Montalbano" and he and his second in command are addressed as "dottore" by their subordinates.

Was and is required a "laurea in Giurisprudenza" but not to be lawyer ( that require an extra exam). "dottore" (" Dot.")in Italy is a title give to everyone who end univesitary course.
