False invoicing by Caproni for uncompleted aircraft?

Whilst searching the internet for stories about Caproni aircraft I caught an almost casual throw-away comment that Caproni was involved in a scandal about false invoicing for un-built aircraft?
DOES ANYBODY know more about this Claim?
