I read some articles with the mentioning of provincial party apparatus called direzione federali with each one headed by segretari federali or federal secretary in English. Was this position roughly equivalent of Nazi Party gauleiter?

Italy is ( and was ) divided in four administrative structures: Stato, Regioni (actually 20), Province (actually 107) and Comuni (actually 7.904). The "Segretario Nazionale" was responsible for Italy(State), The "Segretario Federale" was responsible for a Provincia, the "Segretario Politico" was responsible for a Comune. Regions were not part of fascist party structures. A gauleiter was often responsible for more complex territorial realities.
