I do not know if this has been answered, but some people have suggested that this vehicle has twin 37mm guns. I do believe that it is a Model 1921 variant. Those barrels may just be modernized machine gun jackets. The lack of recoil cylinders that are in the 1930 model also supports my suggestion that the Fiat 3000 is not a twin 37mm gun variant, but a modernized 1921 model with the machine guns removed but with the barrel jackets remaining

an interesting pic, but I think that these trucks are FIAT type 666.
