Wehrmacht in Kiel, and training structure for officers

#1

I'm researching for a fiction book I am writing set from 1935 - 48 in Kiel, and I have a couple of questions about the Wehrmacht that I am having difficulty in finding answers to. The first concerns Kiel itself - although it is known as a very significant naval base, it must also have had some form of local Wehrmacht HQ , barracks or admin facility there, but I can't find any record of them.
I'm also looking for details on how Wehrmacht officer training was structured in the run up to the war from 1935 onwards, and what level of qualifications officer candidates would have needed before being admitted.
