Partisans and irregular forces are protected by the Geneva Convention but it's a grey area. Even though the WWII Soviets were not signatories to the convention it did not give thre Germans the right to ignore the convention as they were signitories.

After WWII the Soviet Union signed the convention but with an extra get-out clause added. The get-out clause exempted from protection "enemies of the Soviet State" therefore anybody could be killed by Soviet forces and the killing excused under that version of the convention.
