Knight`s Cross: Criteria for concession

Could be posible that a Luftwaffe`s Hauptamt, with 58 confirmed kills, didn`t received the Knight´s Cross?
How this can be posible?
How many "kills" will be necesary to be awarded with the Knight´s Cross in the Luftwaffe?

Obviusly the guy was a HAUPTMANN and not a HAUPTAMT...

Of course its possible, maybe all he was in an ace but a terrible officer and his CO didn't like him.

it also depended on when and where during the the war.

It sounds unbelievable:
I just read that ERICH HARTMANN
received his Ritterkreuz
only after his
148th victory.
