Super rare BDM girl's identity card...from Italy!!

Attached are some pics of a scarcely found BDM/Hitler Youth identity card. The Hitler Youth had a few groups in northern Italy. This card is to a BDM girl from the unit in Genova, Italy. My guess would be that this was a child of Germans working (or living) in Italy. Maybe someone can shed more light on this?
