That's Karl Hermann Frank's wife. Atrocious boots! Bouhler's wife is more smartly dressed.

The difference in fashion probably reflects class differences. Bouhler came from a wealthy family in Munich while Frank came from a lower middle-class background in a provincial town. Incidentally Frau Bouhler killed herself along with her husband in May 1945.
