Bannmädelführerin?

Hi,

Came across this photo and thought I might share it:

The caption says that it's Goebbels - but not the Dr. G. - if there is a Goebbels in the photo it must be Hans G., a brother of the little Doctor, standing with a civilian hat. The civilian holding the hand of the little girl looks like Paul Wegener, who by 1943 would have been Gauleiter in Weser-Ems, though Hinterstein would be in Bayern.

What was the inscription on the "Ärmelband" of the BDM leader at that time?
Can anyone decipher or recognize it? :?

P.S. Both men in uniform were "Hitlerjugend" higher ranks, I can't see the exact grade... :roll:

It says "West-Moselland".
HJ leader at right could be HJ-Oberbannführer Anton Saftig.
