Yes that would usually include the legs as well. The roaring 20s with the short sleeveless dresses left much more skin uncovered than had the outfits of the pre-WW1 Edwardian era and this probably stimulated the desire to tidy things up a bit. After all, with the long skirts and sleeves of the previous era, there was little reason to shave that which could not be seen normally. The 20s also saw the introduction of mass produced safety razors which made the chore much easier than before and brought the cost down to within reach of most anyone that wished to.
