The man on the photo is actually a major (or equivalent rank officer)
The identity seems to be much confused. According to a report from the staff of the Belorussian Front a recon party headed by battalion commissar Borovensky visited the German staff at Siemiatycze NW of Brest on 20 September where they were given a map with demarcation line. At the same time many claim after general Krivoshein that the officer was Vladimir Borovitskiy. There are many biographical details on the latter and it seems with probability of 99% or more that he is not the man on the photo (I can expand my arguments it if you want).
As far as Borovensky is concerned they only info I can find is that battalion commissar Filipp Filippovich Borovensky (b.1905) - political officer from the West Front HQ was reported missing in October 1941.

I found on a russian site 1909-1998 for the commissar.

Yep, Vladimir Borovitsky survived the war and died in 1998. But again: I'm pretty that he is not the man on the photo despite some claimed otherwise.
