Vodka Supplies on a TsAMO Archive file

I'm reading a supplies report for the 7th Guards Army and I don't understand the measurement units for Vodka. This is found on TsAMO Archive file ID #132309990

A summary of the material support of units and formations of the 7th Guards Army as of 20.00 on August 19, 1944

The question is, what are the units of measure...tons, liters , loads? for columns # 1, 2 and 3.
For column #1 it shows Vodka as 1,300
For column #2 - nothing
For column #3 41,700

First column - "with troops, the second column "at depots". I suppose, the volume is given in liters.

You are talking about the second example, yes?

So with the troops would be 2,600 liters of Vodka and at depots 52,000 Liters.

One Liter = .026417205 U.S. Gallons
One U.S. Gallon = 128 Ounces
2,600 Liters X .02641705 = 68.68 Gallons X 128 = 8,791 ounces
8,791 ounces divided by 54,000 combat troops = .162 ounces per man. (not much)

52,000 Liters X .02641705 = 1,257 Gallons X 128 = 160,896 ounces divided by 54,000 men = 2.979 ounces per man. (three good shots)

Does this look correct to you?
