It were two plans manufacturing PPD in late 1941-42: 1) Sestroretsk Instrumental Plant name of S.P. Voskov (Сестрорецкий инструментальный завод им. С.П. Воскова) 2) Plant name of A.A. Kulakov (завод им. Кулакова). Both located in Leningrad.
