From its title page it's not clear. But as soon as the last volume was published in 1990, I suspect that in 1991, or a bit later.

That is what I have also assumed, a date in the early 1990s. Am curious if the declassification date is known. Perhaps only to those with the "need to know" in Russia.

Declassification is a complicated routine. Sometimes its traces can be found on book titles. Unfortunately BSSA carries no traces of dates for it.
I remember in the USSR there were quite many classified publications carrying the lowest "DSP" signature.
Even in my university I know some dissertations, which were far away from military subjects, but carried this signature and needed a special routine to get access to. Anybody could take them, but needed to persuade librarians that you really need this dissertation :D
BSSA had the same signature., i.e. it was available for anybody, but in specialized library section with special documents prooving your interest....
