More accurately these are aircraft rockets (not sure RS-82 or RS-132, they look very similar). The whole thing looks like aircraft wing racks installed on ehm... I don't know what it is - some part from a ship? In any case that seems to be some field improvisation with equipment borrowed from aviation units.

This is RS-132 in 42 made modernisation and called M-13 (http://commi.narod.ru/txt/shirad/203.htm)/ On "Bugel(rus Бугельный)" launcher system.
