I guess, horses were temporarily borrowed to compensate for lacking motor transport.
A document from the same period calculates that one motor rifle battalion needed 62 horses and 27 horse-drawn wagons to lift heavy weapons, ammunition and other materials and equipment. That doesn't include transport needed for personnel.

After-action report of the 27 Guards Motor Rifle Brigade describes several examples of organization of the march:

I.
a)Motorized group consisting of the brigade HQ and HQ units, artillery battalion, mortar battalion, 2 Motor Rifle Battalion and motor vehicles of the 1st and 3rd Battalions.

Despite the name the brigade was made mobile using a large number of horses and horse-drawn wagons.

Excellent finds Art. We have seen these horse drawn Mechanised Brigades before but it is great to see such detail and the actual distribution of the transport among the troops. The "independent" Mechanised and Motor Rifle Brigades seemed particularly prone to this transport shortage.

What I have been looking at is the idea that different types of Mechanised/Motor Rifle units received varying levels of transport allocation. You can group the units into three broad categories:

Independent Mechanised Brigades
Independent Motor Rifle Brigades - the examples above of 26 and 27 Motor Rifle Brigades are an example of this

Mechanised Brigades of Mechanised Corps - 47 Mech Bde above would seem to fit this category
Motor Rifle Brigades of Tank Corps

and we would expect that units operating with Tank Armies would need more transport than those operating independently.

However although it is easy to establish which units were assigned to Tank Armies that does not mean that they were actually operating at the sharp end. Nor until Jan 1944 did the Tank Armies cover much ground in their offensives, usually up to 180 km until the Uman Offensive Operation of Jan 1944 with 2 Tank Army. This was the first time that a Tank Army achieved a deep (300 km) advance into enemy lines [Tank Armies in the offensive]. For this offensive 2 Tank Army operated with 3 and 16 Tank Corps and 11 Guards Tank Brigade while at least two Mechanised Corps were held at Front level and performed independent operations.

So really we are looking for Mechanised Brigades in a Mechanised Corps operating with a Tank Army after Jan 1944 for an extended period, to see the highest level of transport allocation, perhaps?

Th best candidate to date with information in Pamyat Naroda is the 3 Mechanised/8 Guards Mechanised Corps (19GMB 20GMB 21GMB) which served with 1 TankArmy from Feb 1943 to the end of the war and importantly the Tank Army only consisted of 8 GMK and 11 Guards Tank Corps so we know that the Mech Corps took part in operations such as the East Pomerian Strategic Offensive.

Calculation of motor transport needed for transportation of personnel and equipment/materials from December 1944:

This document gives some hard numbers regarding transport requirements. The ammunition load of the brigade which was nearly at full strength of weapons was 106 tons (36 tons for small arms and 70 for artillery), fuel load - 12 tons, daily ration - 7.3 tons.
Tonnage of cargoes to be lifted by transport:
Ammunition - 106 tons (1 ammunition unit)
Fuel - 18 tons (1.5 loads)
Rations - 22 tons (3 daily rations)
Clothing&general supplies - 9 tons
Spare parts - 20 tons
Engineer materials and equipment - 12 tons
Total 187 tons or 122 1.5-ton trucks. (the available tonnage was 258 tons)
Also 155 trucks needed to transport personnel (20 men per truck), 4 trucks for 82-mm mortars, 6 trucks for machine guns and mortars. Total 287 trucks as a minimal requirement versus 160 available automobiles.

According to this document more than a half of personnel couldn't be transported by trucks (about 1900 out of 3200 men). Those were the bulk of three motor rifle battalions, ATR, engineer, and SMG companies, a half of HQ company and a part of the motor transport company. Also a large part of supplies couldn't be lifted and had to be transported by rail. Worth to note that the brigade had a small number of horses again.

This is really interesting as you know that 27 MR Bde was part of 11 Gd Tank Corps a part of 1 Gd Tank Army. So a companion of 8 GMK.

First column of this table says "Лшде" is this an abbreviation for Personnel "личного" or Horse "лошадь" or something else?

Order of battle of the artillery battalion gave me some headache. I've tried, but I can't figure out distribution of rifles and sub-machine guns so that it would be realistic and equal between batteries. It's clear that SMG were given to some of the gun crews and artillery scouts and rifles - to artillery scouts. But still I don't understand how many exactly. In other respects this organization is pretty obviously derived from en earlier Shtat 010/373

Just like elsewhere 2 officer positions (deputy company commander and political officer) were deleted in 1943 bringing the total strength to 141 men. BA-20 armored cars were normally replaced with BA-64 (2-men crew) releasing 5 men in the armored car platoon. Also Universal carriers were habitually replaced with US M3A1 scout cars.
