Which Soviet unit attacked the front area of the 126.Infanteriedivision at Licagals near Madona (Modohn) on the 4th August 1944?

22 Guards Rifle Division/10 Guards Army. It doesn't seem that anything dramatic happened.

From what I have read a Soviet flanking movement was launched against a German regiment in that area on the 4th August and the German unit became surrounded.

The divisional history mentions 69th Guards rifle division a few days earlier, was it nearby?

Well, Lychagals was taken as a result of flaking maneuver made by elements of the 22 GRD on the morning of 2 August and thus a road running south-north via Lychagals was cut. On 4 August the frontline was in the forests several km west of Lychagals. It doesn't seem that anything dramatic happened as I said, just some rather sluggish German counterattacks. 22 GRD lost about 50 men killed and wounded on this day, which wasn't a lot by any rate.
