Официально новый принцип подвоза был принят летом 1943 года. Приказом НКО № 370 от 12 июля 1943 года ответственность за своевременный подвоз всех материальных средств в подчиненные войска во всех инстанциях была возложена на старшего тылового начальника. Так, начальник тыла армии отвечал за доставку грузов на дивизионный обменный пункт, начальник тыла дивизии — на полковые склады, помощник командира полка — до батальонных пунктов боепитания и хозяйственного довольствия. При учете обеспеченности соединений, частей и подразделений стали учитываться только те материальные средства, которые фактически дошли до складов подчиненных войск.

Officially, the new principle of transport was adopted in the summer of 1943. By Order No. 370 of July 12, 1943, responsibility for the timely transfer of all material assets to subordinate troops in all instances was assigned to the senior logistics officer. Thus, the chief of the rear of the army was responsible for the delivery of cargo to the divisional exchange office, the chief of the rear of the division - to the regimental warehouses, the assistant to the regiment commander - to the battalion points of military service and economic allowance. When considering the security of the units, units and subunits, only those material assets that actually reached the stores of the subordinate troops were taken into account.

However on my list of NKO Orders there is no No.370 12th July 1943.
Can anyone shed any light on this.

I have looked through my copy of Russian Archives Tom 13-2 NKO Orders yet cannot find it though No.0307 in about organisation of transportation. Wrong date though.

There is this on 12th June 1943 NKO Order 379

6. Организацию подвоза армиям (соединениям) по заявкам довольствующих управлений (отделов) фронта (армии) боеприпасов, продовольствия и фуража, горюче-смазочных материалов, боевой техники и другого военного имущества на армейские базы и выгрузочные станции армий.
Начальник тыла армии ведает подвозом всех видов снабжения от армейских баз, выгрузочных станций (отделений армейских баз на грунте) до ДОПов по грунтовым путям подвоза.

Приказываю:

1. Согласно утвержденных штатов к 20 мая 1942 г. сформировать:
а) Главное управление автотранспортной и дорожной службы и центральную базу.
б) Во всех фронтах — управления автотранспортной и дорожной службы и головные базы.
в) Отделы автотранспортной и дорожной службы всех армий.

2. Обратить на укомплектование Главного управления автотранспортной и дорожной службы и центральной базы при нем, управлений автотранспортной и дорожной службы фронтов и головных баз при них, отделов автотранспортной и дорожной службы армий:
а) Автодорожное управление Красной Армии.
б) Автодорожные отделы управлений тыла фронтов.**
в) Автодорожные отделы тыла армий.
г) Военно-дорожное управление ГУШОСДОРа НКВД.
д) Управления уполномоченных и местные базы ГУШОСДОРа НКВД при армиях.

Передаваемые в НКО шесть военно-дорожных управлений тыла ГУШОСДОРа НКВД с приданными им военно-дорожными отрядами зачислить в

MOTOR TRANSPORT AND ROAD SERVICE OF THE RED ARMY "

№ 0370 May 12, 1942

I declare the decision of the State Defense Committee of May 8, 1942 No. GKO-1711c "On the organization of the Main Directorate of Motor Transport and Road Service of the Red Army."

I order:

1. According to the approved states, by May 20, 1942, to form:
a) The Main Administration of the Motor Transport and Road Service and the Central Base.
b) In all fronts - the road transport and road service departments and head bases.
c) Departments of road transport and road service of all armies.

2. To apply for the staffing of the Main Directorate of the Motor Transport and Road Service and its central base, the departments of the motor transport and road service of the fronts and the head bases attached to them, the departments of the motor transport and road service of the armies:
a) The Road Administration of the Red Army.
b) Road departments of the rear services of the fronts. **
c) Road departments of the rear of the armies.
d) The Military Road Administration of the NKVD GuShSDOR.
e) Office of Commissioners and local bases of the NKVD Guards of the NKVD under the armies.

Transferred to the NCO, six military road guards of the rear of the NKVD GUSHOSDOR with the military detachments attached to them were enrolled in
