Looks like Soviet Naval Infantry (Морская пехота).

1943 or later, captain or captain lieutenant of the Soviet Navy, Hero of the Soviet Union, order of the Red Banner, order of the Red Star, order of Lenin, some medals. I guess, that must be enough to identify the person after some search.

Aleksander Vasilyevich Raikunov (14.11.1918 - 15.09.1997), officer of the Black Sea Fleet naval infantry. Campaigns: Odessa, Kerch (1941-42), Caucasus, Novorosiysk, Kerch (1944), Sevastopol, Romania, Bulgaria. Awarded HSU in September 1943 for exploits in the Novorossiysk landing the same months.
I believe the photo was made somewhere in Crimea in 1944.
