Why didn't the Soviet Union use the SB2 as a Torpedo bomber? Could it have been modified for that duty?

The Tupolev design bureau envisaged a torpedo bomber based on the SB fast tactical bomber under the designation ANT-41, and this design had two Mikulin AM-34 piston engines and armament comprising two 12.7 mm ShVAK machine guns, one 20 mm ShVAK cannon, and provisions for either two torpedoes or 4,400 lb (2,000 kg) of bombs. The ANT-41, called T-1 by the Soviet armed forces, first flew on June 2, 1936, but it crashed during its 14th test flight a month later on July 3, and the Red Fleet's naval aviation branch instead selected the DB-3 as its premier torpedo-bomber, leading to a torpedo-bomber version of the DB-3 being developed as the DB-3T.
