The state budget for the 1941 provides the following list of all-Union commissariats at the beginning of this year.

People's Commissariat for Rubber Industry - split from PC for Chemical Industry on 28 March 1941
People's Commissariat for Machine Tool Industry - established on 5 June 1941, incorporated into the PC for Tank Industry on 15 October 1941, establihsed again on 21 February 1942
PC for State Security was incorporated into PC for Internal Affairs on 20 July 1941, but established a separate commissariat again on 14 April 1943
PC for Tank Industry - established on 11 September 1941
PC for General Machine-building renamed as PC for Mortar Armament on 26 November 1941
