Russians invented Lend Lease

The book "Sacred Secrets" claims that the idea for what Roosevelt eventually called "Lend Lease" came from the millionaire Armand Hammer, who was an "agent of influence" for the NKVD.

Russian logic at the time (1940) was that it was critical for Russia to keep England in the war against Germany as long as possible, even while Russia was a nominal ally of Germany.

This is very convoluted thinking, but clearly implies that Stalin was already seriously preparing for war with Germany in 1940.
