I am not really sure what are you saying here. Petrov was good general and eventually he became STAVKA representative- in Sebatstopol he was hugelly handicaped by Mekhlis - that was recognized by Stalin, who put almost no repremand on Petrov.Sokol wrote:The fighting for Sevastopol was some of the hardest and most bitter of the entire war.
