Need help identifying WW2 German collar tabs.

Not sure if there is actual collar tabs on their tunics or not.

I don't think they are German. The only eagle in sight is on the cap, not one breast shows an eagle. The shoulder boards appear to be shoulder cords........

Early NS era Justice Officials/Prison Guards. Concealed buttons on the jacket fly, the collar tabs and round belt buckles are the giveaway.

Thanks, I had came to a similar conclusion, after a while, on the WW2talk forum. But now I know for sure.
