Unusual tunic loops

A friend of mine has a chance to buy a major general tunic. It has some unusual loops on and above the left breast pocket. There are two loops below the ribbon bar loops and the loops above the EKI loops don't seem right for a 1939 Spange. May I have your comments please.

Rare practice, but some Army Generals place their Golden Party Badge here...Wilhelm Keitel for example.

Keitel’s badge seems to be a bit higher. The gold party badge is pretty big. The loops on the tunic don’t allow much room.

Any ideas on the pocket loops below?
