He is wearing a skull panzer cap and Luftwaffe smock. Possibly Hermann Göring Division?

I think this is an "irregular" soldier using german equipment
from Luftwaffe and Heer (skull and buckle ), MP pouches
All is very confused

The collar patch with the gold acanthus leaves and one pip (left) was worn by the ranks of Generalinspekteur des Zollgrenzschutzes, Ministerialdirektor (both with one pip on the shoulder boards), Staatssekretär (two pips on the shoulder boards) and Reichsfinanzminister (three pips on the shoulder boards). The one without the pip (right) was for the rank of Oberfinanzpräsident (one pip on the shoulder boards).

The ranks from Oberfinanzpräsident to Reichsminister der Finanzen wore gold cap cords flecked with green. The green flecking looks a bit too pronounced in this colourized image.

He's a member of the Bahnschutz [Railway Protection].

Rank is Bahnschutzmann; the "3" on his shoulder boards means he was subordinate to the Reichsbahndirektion Berlin.
