Waffen-SS foreign volunteer enlisted man.
The problem is to determine country or unit, it could be from some Balkan country, if what he wears on his head
is some kind of Muslim fez, although it also looks like an overseas cap M40.

No; he's a Zoll (customs) official; rank is Oberzollsekretär.
