It's definitely a civilian coat.
Leather coats worn by the armed forces, SS etc. followed the cut of the cloth greatcoats and had provisions for shoulder boards, two rows of buttons, a rear half-belt etc.
The dagger/sword hanger was added by somebody and simply doesn't belong there.
