SS Officer belt worn by NCOs

Greetings everyone.

I have a question regardin the distictive officer belt the SS-Hauptscharführer is wearing. Should it not be out of regulation? The officers pictured seem to not mind.
I know that senior NCOs and others with qualification of Stabsscharführer were entitled to wear the silver chord on their Schirmützen, but I never saw cases of wearing officer's belt. Plus the Hauptscharführer in picture doesn't wear the gallons of a Stabsscharführer.

Does anyone know of similar cases, or if this was a widespread practice for senior NCOs?

It's a SS-Standarten-Oberjunker rank, specifically is RKT Gerard Mooyman.
They were authorized to wear officers' attributes.

So the SS-Standarten-Oberjunker was a sort NCO being groomed to be an officer, right?
