I have read somewhere here on ahf that officers did not have the right to wear the coat open - only generals had the right to do so. If its true - why?

General officers and admirals were authorized to wear their greatcoat collars open so as to show their colored lapel facings (red for the Heer, white for the Luftwaffe, blue for the Kriegsmarine, silver grey for the SS).
Holders of neck orders (Ritterkreuz of the EK and the KVK, Pour le Merite etc.) were also authorized to wear their greatcoats open so as to display their prestigious decorations. It is possible that the SS officer on the far right is such a case, with the neck cross hidden by his collar and the shadows in this image. Either that, or he was simply in violation of regulations.

According to https://en.wikipedia.org/wiki/Adrian_von_F%C3%B6lkersam the one on the right is SS-Obersturmführer Walter Girg [Ritterkreuz 4 October 1944] and the photo taken in Budapest, 16 October 1944 so wearing the collars open appears authorised.
