Odd sleeve eagle

This photo of a German aboard the Swedish steamer S/S Sif was taken in November 1940. There's an eagle on the cuff of his greatcoat; it's hard to tell if it's sewn directly on the cuff, or if it is on an Ärmelband. I haven't seen anything like it before, but perhaps someone here has?

Custom officers wear a cuff title with an eagle.
The wreath worn on it's visor cap seems to be
of these corps.

Thanks for the fast reply! I suspected that the guy might be involved with Customs, but wasn't sure.
