RAD/Heer combo?

This photo turned up in a lot I bought recently. What appears to be a RAD Feldmeister uniform sports an officer-quality Hoheitszeichen. His Feldmütze has no visible RAD badge. Now, I've seen a fair share of photos of RAD men and officers, but never with the Wehrmachtsadler. Can anyone explain this?
