armband issue stamps

I bought this armband from an online dealer with a pretty decent reputation but I am curious about the double issue stamps on the armband. I have multiple armbands in my collection that have a single issue stamp but it dawned on me that 2 issue stamps on a single armband seems odd & a possible embellishment. Is this normal & just something I haven't come across yet?

Armband itself is fine, can't say about the stamps, I 've seen this type with duel stamps before, but usually they are related .... Not a rare armband so I'd live with it until I got a better example if still in doubt.
