Its an SS-Sturmfuehrer in the 1938 pattern Allgemeine-SS grey uniform.
There's a collar patch with the rank marking (three diamonds) and corresponding shoulder straps.
An SS eagle on the sleeve - it was a national insignia also worn on SS-Verfuegungstruppe, SS-Totenkopfverbaende and Waffen-SS uniforms, equivalent of the Wehrmacht breast eagle; SS carried it on the sleeve, as it replaced the distinctive SS armband of an earlier black Allgemeine-SS uniform.
Two sport badges on the pocket (SA-Wehrabzeichen upper and DRL lower), a Kriegsverdienstkreuz 2. Klasse (War Merit Cross 2nd Class) ribbon diagonally on the upper button. And a medal ribbon over the pocket I cannot identify. :)
