A Waffen-SS member with two cuf titles. Can't read what they say though.

The bottom cuff title is "Adolf Hitler".

The top one is for an officer school: "SS-Schule...", with the school name obscured. It's either "Tölz" or "Braunschweig". (Most likely the former, as I would expect both cuff titles to be centered; thus, if it were the longer "SS-Schule Braunschweig", the inscription would start more to the left.)
