Eagle cap badge

Here is a picture of a small brass german eagle that i have come across, it has brackets on the back that resemble a cap badge, but I can't find any picture evidence.

Any help would be appreciated.

I can't tell if it had ever been silvered or always gold colored--I think gold...in which case it is a shoulderboard insignia that goes on an administration official's board that was used for a short time instead of the usual HV (Heers Verwaltung). This was when they were called Kriegsverwaltungsinspektors. The army administration officials changed their shoulder board devices a couple times during the war from silver to gold and back and for a time some used this eagle.
If it were silver and a little bigger it would be the shoulderboard device for a Kriegsmarine berichter (information and publicity officer).
It's a neat little insgnia. I had an original cigarette lighter that had one soldered on each side of it--looked neat.
